4. DMCA Policy Overview
WebDoctor.Center complies with the DMCA, which provides a framework for copyright holders to notify online service providers of alleged infringements and request removal (“takedown”) of infringing material. As an “online service provider” under the DMCA, we qualify for “safe harbor” protections provided we respond expeditiously to valid notices.
We have designated a DMCA Agent to receive notifications of claimed infringement. If you believe that Content on our Site infringes your copyright, you (or your authorized agent) may submit a DMCA takedown notice as detailed below. We will review and act on valid notices promptly.
Conversely, if your content is removed due to a DMCA notice and you believe it was done in error, you may submit a counter-notification.
5. How to Submit a DMCA Takedown Notice
To submit a valid DMCA notice, it must be in writing (email is acceptable) and include all of the following elements (as required by 17 U.S.C. § 512(c)(3)):
- Identification of the Copyrighted Work: A description of the copyrighted work that you claim has been infringed, including any registration numbers with the U.S. Copyright Office (if applicable) or sufficient details to identify it (e.g., title, author, URL where the original is located).
- Identification of the Infringing Material: A description of the material on our Site that you claim is infringing, including the exact URL(s) or location on WebDoctor.Center where it appears, with enough detail for us to locate it quickly.

- Statement of Good Faith Belief: A statement that you have a good faith belief that the use of the material is not authorized by the copyright owner, its agent, or the law.
- Statement of Accuracy: A statement, made under penalty of perjury, that the information in your notice is accurate and that you are the copyright owner or authorized to act on the copyright owner’s behalf.
- Signature: Your physical or electronic signature (or that of your authorized agent).
Send your complete notice to our designated DMCA Agent: DMCA Agent WebDoctor.Center c/o Elena Canton Medical Center, St. Petersburg, Russian Federation, metro station Baltiyskaya, Parfenovskaya street, 5, Email: [[email protected]]
We will acknowledge receipt of your notice within 48-72 hours (business days) and investigate promptly. If the notice is valid, we will remove or disable access to the allegedly infringing material expeditiously (typically within 1-5 business days).
6. Takedown Process
Upon receiving a valid DMCA notice:
- We will notify the user who posted the content (if identifiable) of the takedown.
- We may replace the removed content with a notice stating it was removed due to a copyright claim.
- We will document the notice in our records as required by the DMCA.
We do not adjudicate disputes between copyright holders and users; we act solely as required by law.
7. Counter-Notification Procedure
If you believe your content was removed or disabled in error (e.g., due to fair use, misidentification, or lack of infringement), you may submit a counter-notification. It must include:
- Identification of the Removed Material: A description of the material that was removed and its original location on the Site.
- Your Contact Information: Your full name, mailing address, telephone number, and email address.
- Statement of Consent to Jurisdiction: A statement that you consent to the jurisdiction of the Federal District Court for the judicial district in which your address is located (or, if outside the U.S., the U.S. District Court for [insert relevant district, e.g., the Northern District of California]), and that you will accept service of process from the complainant or their agent.
- Statement of Good Faith Belief: A statement, under penalty of perjury, that you have a good faith belief that the material was removed or disabled as a result of mistake or misidentification.
- Signature: Your physical or electronic signature.
Send counter-notifications to the same DMCA Agent contact above.
Upon receiving a valid counter-notification:
- We will forward it to the original complainant.
- If the complainant does not notify us within 10-14 business days that they have filed a lawsuit seeking a court order to restrain the alleged infringement, we may (at our discretion) restore the content.
8. Repeat Infringers
We may terminate accounts or access for users who are repeat infringers of copyrights, in accordance with our internal policies and DMCA requirements.
